DES MOINES, Iowa — Gov. Chet Culver is considering leasing the Iowa Lottery to help fix the state budget. The Des Moines Register reported Thursday that Culver has met with a business group headed by casino executive Dan Kehl, chairman of Riverside Casino and Golf.
