PORTLAND, Ore. — For $10, the Oregon Lottery says the odds of becoming a millionaire will be better than than the average lottery ticket. The lottery is offering its first raffle, with a guaranteed $1 million jackpot to be announced on March 17, St. Patrick’s Day.
